[APIM] Remove Echo API #34

Can we remove the default Echo API from APIM? It is accessible via the same API key, and it doesn't look very clean.

Doesn't seem to be possible out of the box, but perhaps we can use a deployment script here?

@iMicknl will be removed when moving to StandardV2 tier. We need to wait for the deployment fix for StandardV2.
