Add definition to build PRs with Azure Pipelines

I've added three builds to https://iotedge.visualstudio.com/iotedge/_build:

• v1 Node.js Library: a manual job that builds Node.js as an SO/DLL, and makes the binaries available as artifacts for other builds to consume
• v1 Traceability Tool: a manual job that builds the traceability tool from the Azure IoT C SDK's repo. The tool is published as an artifact that can be consumed by other builds
• v1 Checkin: a PR-triggered build which consumes artifacts from the other two builds and builds IoT Edge v1 for various platforms. In some cases it runs all the unit tests as well. It also checks the internal consistency of all submodule references and runs the traceability tool. Here's the matrix:

The one glaring omission here is the running of end-to-end tests. I'll submit another YAML file for that.

This PR only contains the "v1 Checkin" YAML definition. The other two are in their own PR, #666. Since this build depends the other two, they need to go into the tree first so that this PR build will pass.
