Update all uses of checkout, upload-artifact and download-artifact Actions to v3. #492

CI has been reporting warnings for some time.

Node.js 12 actions are deprecated. For more information see: https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/.

Also switch the workflows to run on Ubuntu 22.04.
