snapping: more robust configuration management in a snap #546

A proposal for managing opinionated configuration when the identity service is packaged as a snap, in a way such that a user can pass raw config in, and anything that needs to be overridden can be.

For the moment, the only really opinionated setting in the identity-service is the hostname. The corresponding mechanism in the iotedge snap (https://github.com/Azure/iotedge/pull/7087) makes heavier use of this mechanism.
