Highlights:

Restructured CommandLine solution folder, placement of respective projects in /src and /tests.
Clean-up and updates to .csproj metadata for publishing.
Add license headers to .cs files.
Add workflow_dispatch for manual CI run.
Update DTDL parser 3.12.6 -> 3.12.7.
Add nuget build template hook.
Removal of legacy clients/node/*.
