Describe the Bug with repro steps

Notify_on_failure | Skipped | 1 Millisecond Notify_on_success | Succeeded | 1.97 Seconds Send_an_email_on_failure | Skipped | 0 Milliseconds Send_an_email_on_success | Succeeded | 1.9 Seconds Start_virtual_machine | Succeeded | 53.84 Seconds

I had to start VM manually after our monitoring system alerted PING failure
