nfd and nvgpu artifacts #15

This pull request contains the following artifacts:

  1. machine set for Azure-based Tesla-enabled VMs
  2. nfd (node feature discovery) yaml files: for creating the nfd operator which is needed to successfully recognize GPUs on workers
  3. NVidia (nv) gpu operator yaml files: for creating the NVidia gpu operator (requires nfd to be set up already)
  4. install script to: set up nfd and nvop for vi

Install script needs install steps for Maximo VI; these are all the pre-reqs
