Tier3: Add optional storage account #1005

This will allow teams (not central IT) deploying add-ons to easily setup a storage account and stage prerequisites for the add-on deployment.

@jamasten, looking for some clarification please. All 4 RGs in the current MLZ have a storageaccounts already. Where should we deploy this additional storageaccount? Add containers or file shares? For what purpose?
