AVD Add-On: Integrate teir3 #1030

Description

Integrating tier 3 into the AVD add-on ensures all the same security enhancements and logic are used to create a consistent MLZ add-on deployment.

NOTE: the integration required me to refactor the MLZ naming and logic code.

Code changes were tested successfully in MAC. The following solutions were tested: MLZ, Imaging Add-On, and AVD Add-On.
