Bastion diagnostics settings fail to deploy when bastion is not deployed

Steps to reproduce the behavior:

Deploy MLZ without bastion

Expected behavior

A diagnostic setting for bastion should NOT be deployed

Actual behavior

A diagnostic setting is trying to deploy without bastion
