This PR refreshes the Azure DevOps deployment guide with the following updates:

Break deployment into three sections:
1. MLOps accelerator setup
2. ML Project Creation and configuration
3. Azure ML pipeline execution
Refresh all references and screens shots to ensure match. Clarify project initilization
Simplify to only single environment prod deployment
Add explanations for each section and repo structure
Add use case adaptation and MLOps practices section
