Fixing the build so that signing goes through.

This also fixes the issue where the GC agent's Globalization Invariant mode was breaking the Import-LocalizedData. I've released a new version of DscResource.Common that bypasses Import-LocalizedData when Invariant mode is enabled, because it would just throw.
