Upgrade to DTDLv3 #74

  1. Upgraded context to dtmi:dtdlcontext;3. Made this an array for all models so it would be sent to and retrieved from ADT consistently.
  2. Canonicalized the locations which had verbose dtdl schemas to simple form (enums, maps, etc.)
  3. Added quantitativeTypes extension where required.
