Azure IoT Plug and Play Github Page #38

This PR is split across two commits, the first commit are the files related to the baseline template we purchased to speed up development. The second file contains the files specific to our Azure account that were adjusted.

We'll be making another PR in the next couple of days to remove all the unnecessary files.

Once this PR is approved you can turn on the Github Page by going to: Settings -> Options Tab -> Scoll near the bottom to get to Github Page -> Change Source drop down to 'master branch/docs folders'

@briancr-ms this PR has been around for 3 years and I dont think there are any plans to merge it. Should we close it?

I'm not familiar with this PR. If it's been here for 3 years and we haven't merged it, we can probably close it.
