Add Delivery Service Web App #14

Delivery service is being moved out of Storage and into it's own service. A delivery services is necessary to host the service.

The decision has been made officially by @daniakodeih that Delivery Service won't be part of the R2 Infrastructure and only part of the R3 Infrastructure.
