Add retry mechnism for network/http failures #184

similar to the retry package used in ASM

I am closing this issue. Based on all of the failures we've seen, and handled I can only think of one where we need to retry, and the retry is hard coded.

If necessary, let's re-open this in the main Packer repository, but it's been six months with no activity.
