Update CONTRIBUTING.md with local instructions #433

Description and Motivation

Our contribution guidelines are the stock guidelines without mention for testing all versions of the cli for deployments. This has lead to some features not being tested for local deployments for instance.

This change updates the contribution guidelines to include deployments for all flavors as well as tests.
