Making the setup script similar to the DS #467

Description and Motivation

The goal behind this change is to get the scripts identical to DS when it comes to installing Docker. There were some options in apt-get that might work better to allow upgrades and downgrades. We will monitor the success rate to see if this actually makes any difference.
