renaming package, adding codeowners

Description

We didn't have a CODEOWNERS file! We still had the old name in package.json

thanks @trstringer - for context i'm thinking I should probably drop the v1.0.0 tag that exists today, merge this in, and recreate the tag. Since we haven't shipped this publicly yet..and these changes are a v1 requirement.
