Add linter #6

We should add a linter to this project, that is consistent with our work over in https://github.com/Azure/platform-chaos-cli/pull/1/commits/1e97643ec5ca8e6d309f7855fddf7a6848229d46. 📝

pushed up a branch init-linter with ESlint configured and necessary edits made.
