Use a dev managed identity for our private arc release for our CI/CD cluster. This uses workload identity federation credentials as a service connection to be able to use the managed identity in the pipeline build agent.
Use the same release managed identity we use for our other ev2 release to push the image to the prod ACR for our Arc prod release now.
