Use separate workflows for master and PRs #38

There may be secrets used during a build or test run, like deploy keys, and this requires manual approval before pull requests are built.

NOTE: As part of this PR, I modified the required status checks on the repo to adjust for the new workflow.

This is pretty neat! Never used this feature in CI before.
