Single installer for Mesh Setup #183

Instead of executing 4 different installers to get Mesh development in place (see https://review.docs.microsoft.com/en-us/azure/service-fabric-mesh/service-fabric-mesh-setup-developer-environment-sdk?branch=pr-en-us-45221), please have a single installer to get the work done.
