feat: support for app environment certificates #26

"certificates" is the last of the child resources that needs to be supported.

we could consider supporting the managed certificate too, noting this is in preview, so would have to label the variable description appropriately as per the AVM specification for preview resources.

Adding the long-term tag to keep this from showing up for issue triage while this gets prioritized.
