VMSS AVM Pull Request #11

There already was a code review on another branch. Unfortunately I had to stop working on that branch as I accidentally deleted a required file and could not figure out how to reverse that in GitHub. It was causing an error. There is one failing check that will be fixed when I delete the other branch. I just don't want to loose the old code review.

@mbilalamjad , you may want to do this review as you did the original code review.
