[AVM Module Issue]: Validate that VMSS can be created with no template. #71

Description

Test to determine if a VMSS can be created with no VM Template. This has been found to be an issue on the Bicep side. See: [AVM Module Issue]: VMSS unable to deploy empty (no VM template) · Issue #2315 · Azure/bicep-registry-modules (github.com)
