Added optional sound when leaks are detected; clean up of installer

The commit by grrava is already included in a (currently) open pull request via the avadae user. I needed their changes for my project.

My changes include:

a new vld.ini file option: AudioAlertOnLeak. If on, the system will beep if a leak is detected
the VLD directories are put in the VC Directories section of the Microsoft.Cpp.Win32.user.props file, as the documentation and my experiences suggest works.
the .iss code to install received some refactoring cleanup in the function I was working in

I wasn't sure how to handle the versioning, so I guessed. Apologies to avadae/grrava if I have overstepped by pulling around them.
