Kaito Model Management Feature

Allows user to track progress of multiple deployments
Enables users to cancel ongoing deployments, remove successful ones, and redeploy failed attempts.
User can retrieve and save logs from the kaito-workspace cluster
User can asynchronously perform actions on several deployments

(Note: This PR is being released separate from the model interaction feature to reduce PR size. Interaction feature PR will follow this one quite soon.)

Note: I plan to register & enable telemetry checkpoints across all kaito features in the final PR for P1 features, just want to prevent telemetry overloading in the pre-release test phase right now.
