PR Includes changes from : https://github.com/Azure/vscode-aks-tools/pull/846 - which includes support for creating automatic aks cluster and from GH copilot.

as well as:

Setting up @azure handler for creating AKS cluster via getPlugins.ts.
- Set up manifest and chat response from handler. Example:
Modified selection of subscription
- allow selection of 1 subscription - similar to selectSubscriptions()
- Display selected (picked) subscriptions at the top of the list for known selections if number of items overflow
Add check for command dependency:

Edit ARM template for AKS automatic cluster to include default properties for autoUpgradeProfile - also as seen in Portal
