[WIP] Add Azure region to support regional ESTS-r #71

Confidential clients should use regional ests-r

Need to consider to not force ESTS-R for all confidential clients. This current approach enforces it. Should probably remove the default value and only add the withAzureRegion method if AzureRegion exists
