October UI Maintenance:

• Slightly increase wait time to check device registration in Authenticator
• Add an additional check in Edge ui to handle navigating to web address (Depending on device, this can be inconsitent in terms of UI)
• Increase wait time for temp user (some tests became more inconsistent when we made this wait time shorter last month)
