Broker fixes and feedback

Fixes and feedback based on internal testing:

Ensure correlation ID gets properly set when using the broker
Align broker API to be closer to .NET while still following MSAL Java style, to better accommodate support for other OS's: https://github.com/AzureAD/microsoft-authentication-library-for-java/issues/731
Update to latest version of dev branch

Note: the msalruntime-broker branch got quite a bit behind the dev branch, so this PR appears to cover a lot of changes that are already merged into dev. The relevant commits for the actual changes described above are:
