Running partition key delete creates hot partition #15

I've been running partition key deletion and when I looked into the azure portal -> cosmosDb -> insights it looks like that partition key deletion is creating hot partition. image This repro was sandboxed and no other requests were sent to the database during the deletion but still, the normalized throughput of the partition is 100% and not 10% as I would expect based on the description. Database: Plan: Free-Tier Throughput: 400RUs

I've tested it on a database (autoscale: 4 000RUs) with multiple partitions and still, the one where the deletion was running, was running on 100% throughput as well.

Hello @KristianJakubik Could you please let us know the database account where you made the PartitionKey Delete requests?
