• [x] Set a max width on the small highlights so it doesn't expand when there are less than 4

• [x] Add subtitle to announcements
• [x] Add a separate image for home page posts
• [x] Featured post doesn't appear to be working correctly
• [x] Experiment with having headers at top of the footer navigation

@lmcconnell423 I did a bunch of testing with the featured post and its working in my local version. Lets revisit this once its live and we can more clearly see what is happening in Prod.
