Fixes in diplomacydealview.lua for 1.0.0.257 #337

This brings the deal screen from not working at all to seemingly working. Haven't tried third party war though.

So is this 257 branch the official version for the Spring Patch? Are all known issues fixed or was it only the tech tree that was broken by the Spring Patch? I am talking about vanilla Civ 6, I have still not taken the Steam update as I thought the fixes for the patch were still ongoing.

@wayneb64 Patch-1.0.0.257 branch is as good I know of for vanilla. Everything seems to work except Joint War and Research Agreement. Something in the code eludes me since my tries to fix that have failed.
