Describe the bug The user interface for choosing where units go, what yields to prioritize, etc isn't showing up.

To Reproduce Steps to reproduce the behavior: Simply hitting "play now" reproduces it.

Potentially a conflict with one of those other mods; see if this still happens with the changes pushed into the expansion2 branch today ( PR #415 )
