Move the UpdateDatabase section back to the InGameActions section. Moving it from there breaks the settings UI.

Testing I cleared out all of my cache files before testing this change, verified that it works.

Started up the game, created a new game, verified the CQUI settings panel appeared.
Started up the game, loaded a different game, verified the CQUI settings panel appeared.
