Highlight tech/civics that provide boosts on completion #50

When you've played a lot you start to remember that learning Guilds will provide a eureka for Banking, and so on, but it'd help if this was highlighted in some way -- like a bold font and colour change for the thing that leads to a boost. For example, the eureka for Gunpowder is "Build an armory" so in Military Engineering the Armory icon could have a highlighted border.

Along those lines, if there's a city-state quest active for something like "Build a Swordsman" it'd be great if that were highlighted as well, both in the tech/civics tree and in the build screen.

Another thing that would be great along those lines: Show the progress towards an inspiration/eureka when it's a number of things you have to do/build, like killing 3 barbarians or building 3 workshops. I tend to forget how close I am to achieving some of those.

I'm experiencing that right now with wondering how many sewers I have. Normally the only reason I build a sewer is for the Suffrage boost.

I'm curious, how would you guys like this represented visually? I'm thinking a different border color for techs that can unlock boosts. Probably a good idea to only highlight when the boost is still earn-able (in the event of unlocking a free boost or already having the partner tech/civic)

Maybe including a boost icon in the tech, and hovering over it shows what it boosts? Then the icon can be dimmed when it's no longer relevant.

I'm narrowing the scope of this ticket to only concern cases where a tech/civic directly grants a boost upon discovery. For example, Enlightenment gets highlighted because it boosts Scientific Theory
