[Suggestion] Support roles per category access on controlpanel #34

Have a configurable access that lets you config which role have access to which ticket category

configuration layout could use the "Restrict access to this forum to certain roles only" from the Forum module. this only affects the control panel support access.

if no role specify any user with perm to "View and manage support tickets" can access those category (see/read the ticket)
