Have a configurable access that lets you config which role have access to which ticket category
currently users with permission to "View and manage support tickets" have access to all tickets but a configurable category access would be nice
this helps with we have support that has higher or lower "role" permission they can't access support that may contain personal information like donation support and normal general support.
configuration layout could use the "Restrict access to this forum to certain roles only" from the Forum module.
this only affects the control panel support access.
if no role specify any user with perm to "View and manage support tickets" can access those category (see/read the ticket)
