[FEAT]: Apply CC BY-SA 4.0 License to docs/ #271

Description

The current MIT License is mostly suitable for code.

For the documentation part and the generated site https://arneis.readthedocs.io CC BY-SA 4.0 is most likely more appropriate.

@alv67 In my opinion the same CC BY-SA 4.0 license should also cover the mocs/ folder

To further support our case, I have just checked that the contents of https://github.com/arduino/help-center-content a.k.a. the sources of the Arduino Official Store site (https://store.arduino.cc) are under CC SA-4.0 License as well.
