what desktop environment are you using?
I'm using xfce [mint 19.3 xfce]
yeah, on gnome that's supposed to be the titlebar and it looks slightly transparent.
I'd have to see a way to have a black headerbar if not in gnome
By the it looks fine and this way on:

gnome system monitor has an unmatching non-black colour band in the above region where buttons [processes, resources, file systems] are present. Is it intended? I think it should be total black matching with the rest of the body.
