Temporarily re-name flows that are being re-deployed and dont delete until the deployment succeeds

In case we need to rollback a deployment, we should not delete the old PG until the new one is created successfully. We should always cleanup the failed deployment by deleting the new PG if possible and renaming the original back to what it was before we exit with an error code
