Signature/Function Addition Request #5

Request that the following signatures be added to left4downtown2 so Confogl can 
fix tank spawning too far without having to expand to our own gamedata file.

 */
"IsReachable_Entity"

/*
 * SurvivorBot::IsReachable(Vector  const&)const
 */
"IsReachable_Vector"

Both Windows/Linux sigs are included in the attacked gamedata file.
