Make precovery conda installable #38

This PR adds semantic versioning, a conda build recipe with workflows, and updates/removes some unit tests.

Closes #34 #33

@ntellis @KatKiker Let me know what you think. If we merge the changes, then I'll tag a v0.1 release and that should hopefully trigger precovery being uploaded to our conda channel. I'll then submit another quick change to add a DOI to the README (which we can cite in any future papers we write that use precovery).
