Establish grid to use for SFAB ISRM #7

Summary

Existing InMAP work uses one grid.
BAAQMD CMAQ runs use another.
Both grids are based on "Lambert Conformal Conic" (LCC) projections
- ... but have very different parameters;
- see maps and definitions below.
Should we adopt the former or the latter for this project?
- Warping results from one to another will lose considerable detail

By default InMAP uses the grid projection of the underlying CTM run. So a version of InMAP based on the BAAQMD CMAQ run would use the BAAQMD grid projection.
