Update ci.yml to use Node16 and fix artifact path #47

Due to the warnings from actions.

Node.js 12 actions are deprecated. 
Please update the following actions to use Node.js 16: actions/checkout@v2, actions/setup-dotnet@v1, actions/upload-artifact@v2.

And updated the artifact path to bin/net7.0/
