Document the conventions for configuration processors packaging #10

There is a draft description on packaging the processors (in baxter internal site).

However, current packaging is not optimal nor flexible enough. Current style has to be improved to support easy imports for xsl.

The default configuration has to be reviewed as well - in production we do not want processors to deliver some mock configuration. When configuration files are missing in production we should have the alert from config server instead.
