Embed Jetty into ConfigServer #2

Instead of deploying to Jetty Container we will embed it into ConfigServer Application.

Sounds good, did you see it done somewhere ?

It has been already prototyped for config server. The main benefit of doing this way is - easier classpath control, which is very important as we use pluggable configuration processors that may be added/changed/removed (ideally on the fly).
