Create desktop OpenGL rendering backend for ANGLE #852

With the MANGLE refactoring essentially complete, we can begin building an 
OpenGL rendering backend, enabling GLES->GL support in ANGLE.

This bug is a meta-bug; further tasks and issues should be created as blockers 
for this one.
