Created File Structure #35

Dear all,

with a lot of try and error , I finally managed to construct a file structure, for the current versions of the published MIABIS components (Core V1, V2 and Sample+Donor+Event component).

I also deleted the minutes and stored them on the google drive: https://drive.google.com/drive/folders/1qov1_g8Eb9XapMqN2AdklzqQw7EMm9LD

Please feel free, to just accept this pull request, for it is mostly formal. The necessary work will be, to actaully fill the folders with files for V3 etc...
